Story's costume seems to combine the blue colour and the cockade of the French and the breeches of the Dutch. The satire refers to the Vlieter Incident in the Anglo-Russian invasion of Holland, which took place on 30th August 1799; after a mutiny in the Dutch fleet, Story, a rear-admiral in the navy of the Batavian Republic, surrendered to the British navy.
