- “…En sesión ordinaria de ese día ha aprobado el Congreso el modelo de escudo para la Confederación de Venezuela, presentado por los honorables diputado Sata y Secretario, que consiste en un cóndor volando, que tiene en su seno una empresa compuesta de un gran luminar, en cuyo centro se ve el memorable 19, y alrededor tantas estrellas como provincias componen la Confederación; en una de sus garras el caduceo de Mercurio, con el gorro de la libertad y en la otra tantas flechas como estrellas hay en la empresa. Sobre la cabeza del ave se leerá en arco esta inscripción: Concordia res parve crescunt. Comuníquese al respetable Poder Ejecutivo para que, teniéndolo por divisa general de la Confederación, disponga se use de él en los sellos, actos, tribunales y oficinas del Estado…”
