rk, andhe is also the author of several technical works on canals and railways.In 188^ he was made commandeur, in 1889 grand officier, and at theopening of the Exposition of 1900, as we have seen, grand-cordon ofthe Legion of Honor. Thus equipped for the heavy task before him, he submitted for theapproval of the Government, on the 30th of July, 1894, a general plan forthe Exposition, in which, after having described the methods of classifica-tion of the exhibits which had been adopted in 18^^, in 1867, in 1878,and in 1889, he proposed a new one modifying these, and by means ofwhich it might be possible to demonstrate even more clearly the produc-tion of the manufactured article. The first question which presenteditself for the consideration of the preparatory commission, as he stated inhis speech before the Chamber of Deputies, was that of site. Of theinnumerable projects which were submitted, the localities proposed were INTERIOR COLONNADE OF THE COURT OFTHE PETIT PALAIS PHOTOGRAVURE

The first and the last of these weredecidedly rejected by the Conseil Municipal of Paris and the ConseilGeneral of the Seine,—one only of the mixfcs for a moment wasregarded favorably, because of its extent, its setting, and its novelty;
