Until 31 December 2022, Article 25.1(h) of Law No. 50/2005/QH11 of November 29, 2005 amended by Law No. 36/2009/QH12 of June 19, 2009 provided a freedom of panorama provision for Vietnam, allowing photographs and television broadcasts of plastic arts, architecture, photographic works, and applied arts displayed in public spaces to be distributed to present images of these works.
This legal right did not cover other works like murals and literary texts on plaques or tables, as well as other types of representation of the covered works (like videos or films).

- Civil Code of Vietnam of September 2005 (click "Tiếng Anh" for English); contains in part 6 (articles 736 to 757) some additional copyright provisions (not relevant for freedom of panorama). In case of discrepancies between the Civil Code and the IP law, the IP law prevails (article 5 of the IP law).
