The two stories visible here were added to the Butler Hotel in 1903, so it cannot be earlier than that (even though the UW Library says c. 1891).
If, as it appears, the Alaska Building is under construction, it has to be no later than 1904. However, MOHAI dates it as "ca. 1912", so obviously they think that is not the case. 1912 seems a late date for a regrade like this on James Street (a couple of years earlier seems more likely) but it would take serious research to prove it.
