The sultan died in 1895, and between anytime 1885-1895. Johor(e) was an Unfederated Malay State in the British Empire at that time. Also, due to age, hence it is in the public domain. The photo was taken from here. This photo is also found in this book: History of Malaya (1400-1959), published by Joginder Singh Jessy in 1960.
