Water deluge system operating to sprinkle water over one of the 30 m zones in the tunnel.
Note the good definition of the jet fan at the top left, and the smoke extract duct in the middle of the ceiling.
Bloke standing at the left is probably Frank Krista of Transfield Construction Victoria (cheers, Frank!).
