Non-contiguous parts of a federal entity territory are "grouped" together with the main area of the federal entity, so any federal entity can be coloured in completion with one click anywhere on the federal entity's area.
Also, all federal entities have a "id" attached to them, making them easy to find. Select "find" and then enter in the federal entity's partial ISO 3166-2:MX code in the "id" field to find it.
