This model can be dated to 1926. The Arlington Memorial Bridge Commission proposed placing the parkway in an underpass beneath the bridge in 1927.

The proposed plan for these eastern approaches would be significantly altered for aesthetic and budgetary reasons by the time construction began in 1928.
