While the poster itself is public domain, it potentially has a non-free derivative work (Quiboloy's portrait). I doubt the PNP would acquire free license from Quiboloy or the KOJC to use his portrait from a screencap of his usual lectures streamed from Facebook, with the usual plant background, and was likely just used under Philippine fair use provision (government announcement).
