I'm not sure whether this is terracotta or carved stone; it's painted over, so it is hard to tell.
For more information about the building see Summary for 216 1st AVE / Parcel ID 5247800390, Seattle Department of Neighborhoods, which mentions in particular "This building was also one of the earliest and famous examples of rehabilitation in the district in 1971-1972." This is the same building, despite their having accidentally omitted "South" from the address.(Reusing this file)
