• The deployment of the reply tool as an opt-out feature, as announced in last month's newsletter, has been delayed to 7 March. Feedback and comments are being welcomed at Wikipedia talk:Talk pages project. (T296645)
• Special:Nuke will now allow the selection of standard deletion reasons to be used when mass-deleting pages. This was a Community Wishlist Survey request from 2022. (T25020)

Hello, I see on your user page that you use JSTOR and I'd like to know more about your experience. By my calculations, a good 70 % of the main JSTOR content is now available for everyone at Internet Archive Scholar, with full text search provided e.g. at https://scholar.archive.org/ . The service is still in beta, but I've used it for some source-finding and it seems quite usable to me; I wonder whether that's just my experience. If you have a chance, the next time you'd be looking for a source on Google Scholar or JSTOR or similar, to perform the same search on IA scholar instead, I'd be curious to hear how it ends up. • An RfC is open proposing a change to the minimum activity requirements for administrators.

Technical news

• Access to Special:RevisionDelete has been expanded to include users who have the deletelogentry and deletedhistory rights. This means that those in the Researcher user group and Checkusers who are not administrators can now access Special:RevisionDelete. The users able to view the special page after this change are the 3 users in the Researcher group, as there are currently no checkusers who are not already administrators. (T301928)
• When viewing deleted revisions or diffs on Special:Undelete a back link to the undelete page for the associated page is now present. (T284114)

Arbitration

• Wikipedia:Arbitration Committee/Procedures § Opening of proceedings has been updated to reflect current practice following a motion.
• A arbitration case regarding Skepticism and coordinated editing has been closed.
• A arbitration case regarding WikiProject Tropical Cyclones has been opened.

Miscellaneous

• Voting for the Universal Code of Conduct Enforcement guidelines has closed, and the results were that 56.98% of voters supported the guidelines. The results of this vote mean the Wikimedia Foundation Board will now review the guidelines.

Hello Rlendog,

I see you have recently edited "Neil Young Archives Volume II: 1972–1976".

I'm not a registered wikipedia user/editor but I have noticed an error on this page:

"Like a Hurricane", track 1 on disc 9 is listed as "Recorded at Studio, Broken Arrow Ranch, 11/25/1975." However, according to the booklet included in the box set (and other sources including the wikipedia page of the song: https://en.wikipedia.org/key/Like_a_Hurricane_(song)) the recording date actually is 11/29/1975.

Maybe you can correct that.

Hi Rlendog! Just wanted to apologize for not getting back to you earlier about the Kinks articles for the Soap Opera singles that were under consideration for deletion. I have not been very active on Wikipedia as of late and hence failed to notice the developments there. • Following an RfC, a change has been made to the administrators inactivity policy. Under the new policy, if an administrator has not made at least 100 edits over a period of 5 years they may be desysopped for inactivity.
• Following a discussion on the bureaucrat's noticeboard, a change has been made to the bureaucrats inactivity policy.

Technical news

• The ability to undelete the associated talk page when undeleting a page has been added. This was the 11th wish of the 2021 Community Wishlist Survey.
• A public status system for WMF wikis has been created. It is located at https://www.wikimediastatus.net/ and is hosted separately to WMF wikis so in the case of an outage it will remain viewable.

Arbitration

• Remedy 2 of the St Christopher case has been rescinded following a motion. The remedy previously authorised administrators to place a ban on single-purpose accounts who were disruptively editing on the article St Christopher Iba Mar Diop College of Medicine or related pages from those pages.

• Administrators using the mobile web interface can now access Special:Block directly from user pages. (T307341)
• The IP Info feature has been deployed to all wikis as a Beta Feature. Any autoconfirmed user may enable the feature using the "IP info" checkbox under Preferences → Beta features. Autoconfirmed users will be able to access basic information about an IP address that includes the country and connection method. Those with advanced privileges (admin, bureaucrat, checkuser) will have access to extra information that includes the Internet Service Provider and more specific location.

• Remedy 2 of the Rachel Marsden case has been rescinded following a motion. The remedy previously authorised administrators to delete or reduce to a stub, together with their talk pages, articles related to Rachel Marsden when they violate Wikipedia's biographies of living persons policy.

• Following an RfC, consensus has been found that, in the context of politics and science, the reliability of FoxNews.com is unclear and that additional considerations apply to its use.
• Community comment on the revised Universal Code of Conduct enforcement guidelines is requested until 8 October.

Technical news

• The Articles for creation helper script now automatically recognises administrator accounts which means your name does not need to be listed at WP:AFCP to help out. If you wish to help out at AFC, enable AFCH by navigating to Preferences → Gadgets and checking the "Yet Another AfC Helper Script" box.

Arbitration

• Remedy 8.1 of the Muhammad images case will be rescinded 1 November following a motion.
• A modification to the deletion RfC remedy in the Conduct in deletion-related editing case has been made to reaffirm the independence of the RfC and allow the moderators to split the RfC in two.

• An administrator's account was recently compromised. Administrators are encouraged to check that their passwords are secure, and reminded that ArbCom reserves the right to not restore adminship in cases of poor account security. • A new preference named "Enable limited width mode" has been added to the Vector 2022 skin. The preference is also shown as a toggle on every page if your monitor is 1600 pixels or wider. When disabled it removes the whitespace added by Vector 2022 on the left and right of the page content. Disabling this preference has the same effect as enabling the wide-vector-2022 gadget. • The Vector 2022 skin has become the default for desktop users of the English Wikipedia.

Arbitration

• The arbitration case Armenia-Azerbaijan 3 has been opened and the proposed decision is expected 24 February 2023.
• In December, the contentious topics procedure was adopted which replaces the former discretionary sanctions system. The contentious topics procedure is now in effect following an initial implementation period. There is a detailed summary of the changes and administrator instructions for the new procedure. The arbitration clerk team are taking suggestions, concerns, and unresolved questions about this new system at their noticeboard.

Miscellaneous

• Voting in the 2023 Steward elections will begin on 05 February 2023, 21:00 (UTC) and end on 26 February 2023, 21:00 (UTC). The confirmation process of current stewards is being held in parallel. You can automatically check your eligibility to vote.
• Voting in the 2023 Community Wishlist Survey will begin on 10 February 2023 and end on 24 February 2023. You can submit, discuss and revise proposals until 6 February 2023.

I did a bit of digging and it seems like that genus was split fairly recently. It may even still be ambiguous given that ITIS, for one, still uses the old genus, but it looks like ITIS last reviewed that page almost 10 years ago so the newer genus (which is used by the Mammal Diversity Database) is probably good. • Following an RfC, editors indefinitely site-banned by community consensus will now have all rights, including sysop, removed.
• As a part of the Wikimedia Foundation's IP Masking project, a new policy has been created that governs the access to temporary account IP addresses. An associated FAQ has been created and individual communities can increase the requirements to view temporary account IP addresses.

Technical news

• Bot operators and tool maintainers should schedule time in the coming months to test and update their tools for the effects of IP masking. IP masking will not be deployed to any content wiki until at least October 2023 and is unlikely to be deployed to the English Wikipedia until some time in 2024.

Arbitration

• The arbitration case World War II and the history of Jews in Poland has been closed. The topic area of Polish history during World War II (1933-1945) and the history of Jews in Poland is subject to a "reliable source consensus-required" contentious topic restriction.

• Following a community referendum, the arbitration policy has been modified to remove the ability for users to appeal remedies to Jimbo Wales.

• A discussion at WP:VPP about revision deletion and oversight for dead names found that [s]ysops can choose to use revdel if, in their view, it's the right tool for this situation, and they need not default to oversight. But oversight could well be right where there's a particularly high risk to the person. Use your judgment.

• Following a motion, the Extended Confirmed Restriction has been amended, removing the allowance for non-extended-confirmed editors to post constructive comments on the "Talk:" namespace. Now, non-extended-confirmed editors may use the "Talk:" namespace solely to make edit requests related to articles within the topic area, provided that their actions are not disruptive.
• The Arbitration Committee has announced a call for Checkusers and Oversighters, stating that it will currently be accepting applications for CheckUser and/or Oversight permissions at any point in the year.

I think that is the latest consensus, although it has changed back and forth a few times. I notice some more popular articles (e.g. lion) do have a "Taxa named by..." category on the page with the common name title. THe page on his daughter has now been re-created at Gianna "Gigi" Bryant, a terrible title which will need to be changed, but please unprotect the redirect so that it can be retargetted to that page. When the page gets moved, the redirect will follow it.

For context, there's been a wide discussion at Wikipedia talk:WikiProject Women in Red#Can someone good at 'formalizing' help me with the draft for Gianna Bryant?, resulting in the new article, which had been declined at AfC, being rewritten by a very experienced editor, partly to encourage the inexperienced editor who had put a lot of effort into creating a fairly poor draft. The consensus was that developments since the last AfD probably now make her notable.

I went to Wikipedia:Requests for page protection/Decrease, but then re-read the instructions there and discovered I needed to come here first.

Welcome to the first regenerated issue of The Space-Time Telegraph, the official newsletter of WikiProject Doctor Who. We hope it finds you well in your safe travels across the Whoniverse! This newsletter was founded in 2008 and seemed to get lost in the time vortex quite quickly. Thanks to the Doctor dragging Sutekh through the time vortex and bringing life by bringing death to death (yeah... I'm a little confused too), it seems to have regenerated. The writing staff hopes to bring you future editions quarterly. For this first edition, we have created an updated version of our mailing list that includes any active editors who previously had their usernames included in our participants list. If you do not wish to receive future editions, please remove your name from the mailing list. If you no longer wish to participate in the project, please also remove your name from the participants list. I think that's enough about the newsletter for now. Let's dive into interesting things happening within the Doctor Who side of Wikipedia. Geronimooooo..... Big Spike in Productivity During 2024, the project has scored 8 GAs, 2 FLs and a GT, up from last year's 4 GAs and a GT. Several additional things are in the pipeline, with a bunch of things currently having been nominated with some mix of OlifanofmrTennant, TheDoctorWho, and Pokelego999 having their names attached to them. Allow me to look into the nominees. Series 14: As of July 18th, every single episode has been sent to GAN, with "Boom", "73 Yards", and "The Devil's Chord" having made it to GA. 2023 Specials: Early in the year, as part of trying to not lose the WikiCup, Ollie sent "The Star Beast" (still salty about the move) to GAN. It was reviewed by frequent collaborator (fly high) of hers, but failed. She then fixed it up and sent it back where it passed. Later "The Giggle" was expanded and sent to GA, followed shortly by "Wild Blue Yonder". WBY received help by JustAnotherCompanion, a pretty fresh user. This other companion chose not to be listed as co-nom. A page was created for "Destination: Skaro" and quickly got GA status. The Daleks' Master Plan was also sent to GAN by Rhain. It passed to join Rhain's other First Doctor content, being the fourth season three article to get the green check. Peter Capaldi: The filmography and newly created awards of Capaldi were both sent to FLC and passed. Capaldi's main page was sent to GA, though due to some minor incompetence on the part of the nominator it was failed. Proposals to the WikiProject A recent proposal at Wikipedia talk:WikiProject Doctor Who suggested potential improvements and suggestions for the main page of the project, as well as discussions about the project overall. The proposals are as follows: The Task Forces section should be removed due to inactivity in the Torchwood Task Force, and a lack of significant interest in creating further Task Forces. The freenode channel no longer works and should be removed due to most discussion taking place on site. Due to the low quality of Lungbarrow and Jubilee despite being sample articles, these articles should either be removed as samples or improved. Additionally, the "sample device" has a very small application field, and should be removed from the sample articles section. An updates infobox should be included, similarly to those used by Wikipedia:VGCHAR. Radio Times's Doctor Who sections should be included in the references section due to their benefits for the project sourcing wise. The Deletion Discussion archive should be removed, or have work invested in updating it, due to its lack of updates. Discussions of Note A move discussion is currently underway on whether or not Doctor Who series 14 should be moved to Doctor Who season 1 (2024). Guideline and policy news

• Following an RfC, there is a new criterion for speedy deletion: C4, which applies to unused maintenance categories, such as empty dated maintenance categories for dates in the past.
• A request for comment is open to discuss whether Notability (species) should be adopted as a subject-specific notability guideline.

Arbitration

• Following a motion, remedies 5.1 and 5.2 of World War II and the history of Jews in Poland (the topic and interaction bans on My very best wishes, respectively) were repealed.
• Remedy 3C of the German war effort case ("Cinderella157 German history topic ban") was suspended for a period of six months.
• The arbitration case Historical Elections is currently open. Proposed decision is expected by 3 September 2024 for this case.

Miscellaneous

• Editors can now enter into good article review circles, an alternative for informal quid pro quo arrangements, to have a GAN reviewed in return for reviewing a different editor's nomination.
• A New Pages Patrol backlog drive is happening in September 2024 to reduce the number of unreviewed articles and redirects in the new pages feed. Currently, there is a backlog of over 13,900 articles and 26,200 redirects awaiting review. Sign up here to participate!

September 25: Annual Election & Members Meeting

You are invited to join the Wikimedia NYC community for our Annual Election & Members Meeting, with in-person at Prime Produce in Hell's Kitchen, Manhattan, as well as an online-based participation option. The Members' Meeting is similar to other WikiWednesday meetups, except that its primary function is to elect a new Board of Directors. We will elect three board seats, half of the elected seats on the board. After being elected, those elected can potentially appoint more seats. We will also focus on the Wikimedia NYC Strategic Plan, our Financial Report, and Annual and Monthly event teams for the coming year. Election info: To run for election or to vote, you must be a dues-paying member of Wikimedia New York City, having renewed in the past 12 months. Sat Sep 21: Wikicurious - Editing to the Beat ♫ @ Lehman College

You are invited to join the Wikimedia NYC community for the "Editing to the Beat" event of the beginner-focused Wikicurious series at Lehman College. This is the second event of the series, following the inaugural event at Civic Hall in July. Led by a 9-person live band demonstrating Caribbean and Latin musical genres, we'll engage with efforts such as WikiProject Latin Music, and will encourage editing on both English and Spanish Wikipedia. All are welcome, and newcomers and aspiring editors are especially encouraged to attend. Registration via Eventbrite is required for building entry, and is also encouraged on the event page on Meta. Welcome Hello and welcome to the second issue of the new newsletter! Following the success of the first newsletter we are back to write more stuff. Articles for deletion Several articles have been nominated for deletion, such as Time War (Doctor Who), and several articles have been deleted, or merged or redirected, especially those relating to books, due to lack of WP:SIGCOV and WP:NBOOK. Editors can always help either by participating in the deletion discussions (which are noted on the project page), adding to such articles, or bringing attention to other such articles through AfD or the WikiProject talk page, to aid in clean-up. Notice of Draft Articles A new Doctor Who spin-off was announced at the 2024 San Diego Comic-Con, called The War Between the Land and the Sea, and will feature old and new Whoniverse characters working for UNIT as they battle the Sea Devils. The main space article currently redirects to Whoniverse, but collaboration is currently underway in a draft article. As filming on this miniseries has recently begun, its relocation to the mains space will presumably take place soon per the recommendations laid out at WP:NTV. There is also a draft article in progress for the upcoming 2024 Christmas special. While this article won't be moved until the episode airs, any new contributions are welcome. Doctor Who News A small number of editors have recently raised questions regarding the reliability of Doctor Who News. This website is particularly used for information regarding viewing figures and the Appreciation Index of most episodes as well as some news information. If there is a better source for any information supported by this website, it should be replaced in good faith. A full consensus on whether or not to remove the information that can't be supported by a different source has not yet been reached. Any editor who has opinions on this matter should contribute to the discussion on the WikiProject talk page. Continued Progress Towards Good/Featured Content There has been lots of progress made towards recognized articles in the last two months, related to such diverse categories as series, specials, lists and episodes A sub-page has also been added to the WikiProject, to list any possible goals we can aim towards. Proposals Regarding the State of Fictional Elements Articles in the WikiProject Several proposals have been laid out regarding fictional elements in the WikiProject, which includes fictional characters, locations, and more. Due to a concerning quality state regarding the large majority of them, several methods of tackling them in order to improve these articles' quality for the future have been proposed. The primary three proposals are as follows: 1. A priority list should be made to determine what articles are most pressing and in need of improvement in the WikiProject overall. Focus would be put onto important subjects and articles in a state of dubious notability that would make them viable for deletion processes such as AfD. 2. A group of articles is selected for improvement, which are ones deemed most relevant to the WikiProject for the future. Any lesser important subjects can be sidelined and worked on as editors see fit. 3. A long term goal is made to improve all elements. This will come at the caveat of taking significantly longer and requiring more heavy participation than the above two proposals, but would guarantee a slow and steady way to solve the issue. If any editors are interested in chiming into the conversation and sharing their piece on how this should be handled, or if any editors wish to help with this proposal and improve fictional elements articles, then feel free to share thoughts at the discussion's section on the article's talk page. I made a new page for NZ Composer William Green, but Liance deleted it because he said it wasn't notable. Another user agrees with me that Green is notable because he has an entry in the NZ govt encyclopedia. Could you help? I found you on the recent administrators page. Thank you. The article was actually moved to a draft here. So you can continue editing it there and add more sources that would demonstrate notability more clearly, and resubmit the draft for inclusion in main space. Right now the only source in the article that seems to provide substantial coverage of the composer is the first one. If you add one more with that much substance, there may be a consensus to keep it in main space. Generally editors want to see at least 2 and often 3 or more substantial sources. You reversed him once already last year but he just removed the logo again (for the same reason you'd reversed him) claiming the logo isn't being used by the Law Review.
